Job Description - Payroll & Benefits A/VP (Bilingual Mandarin or Cantonese preferred)

A well-known Client, located in the heart of Manhattan, is seeking to add a Payroll & Benefits A/VP to their team.



Include but not limited to:

Payroll & Benefits Management:

  • Oversee the development, implementation and ongoing maintenance of payroll operations
  • Manage the workflow of payroll processing to ensure optimal efficiency and maintain high standards of customer service
  • Ensure payroll processing is timely and accurately accordance with government regulations and company's policy
  • Review and analyze current payroll and tax procedures in order to recommend and implement changes leading to best-practice
  • Review and determine annual payroll operations schedule and due date, and monitor payroll cycles to ensure each payroll processing is conducted timely and accurately
  • Conduct random audits of the payroll, benefit process and others change for accuracy and compliance with regulatory requirements
  • Stay up-to-date on Federal, State, and Local employment laws and regulations to ensure the company's compliance
  • Lead and oversee the annual benefits plan design and open enrollment processes
  • Manage open enrollment, including setting a timeline, developing employee communications, delivering information sessions, and ensuring data accuracy
  • Manage relationships with vendors, including selecting providers and brokers, ensuring customer service levels are met
  • Oversee the handling of complex benefit and leave inquiries including complaints to ensure timely and courteous resolutions
  • Develop benefits information and statistical data, census data for benefits administration and management review
  • Collaborate with brokers in the annual review of the benefits programs and update when necessary. Review and recommend to Executive Management of benefit plan changes
  • Ensure compliance with the Employee Retirement Income Security Act (ERISA), HIPAA, ADA reporting, and others
  • Stay current on government changes pertaining to benefits and leave administration, and make recommendations to HR Management
Risk & Vendor Management
  • Oversee Quality Control Unit and overall risk assessment of the department and assist the Head of Department in identifying potential risk by having an in-depth understanding of US employment law, relevant financial regulations, bank risk management framework, and internal processes.
  • Propose mitigating controls through contextualizing regulations for bank practices.
  • Serve as a liaison between the business line and vendor management team
  • Respond to the vendor management team's requests in a timely manner
  • Monitor service level agreements and resolve issues if there is any, create delete and uphold the HRIS Dayforce system accounts in accordance with company policy
Job Requirement
  • Bachelor's degree in finance, accounting, business, human resources filed, Master's degree preferred
  • Banking/Financial Services industry experience required
  • Manadarin/Cantonese preferred but not required
  • Project management experience a must, management experience in a mid to large organizational preferred
  • Knowledge of the Federal, State (CA, IL, and NY) and Local employment laws/regulations
  • Knowledge of Federal, State (CA, IL, and NY) and Local tax laws/regulations
  • Knowledge of expatriate Payroll & Benefits operation and processing, and related international tax implication in both home and host countries
  • Ability to work with a sense of urgency in a dynamic environment with demonstrated strong problem-solving skills
  • Excellent customer service skills in handling matters in a professional, courteous and friendly manner with the ability to handle confidential information
  • Excellent communication skills, both written and verbal
  • Self-motivated, detail-oriented, extremely organized, and ability to manage multiple projects
  • Current experience and in-depth knowledge of HRIS (Payroll, Time & Attendance, Benefits, etc.) and reporting functions
  • Professional Certifications/Designations, Certified Payroll Professional (CPP) preferred
